How to include agri-Machinery for Subsidy Sale in Odisha

           The demand of Agricultural machineries/Implements is growing by the farmers of ODISHA year after year due to various reasons. Subsidy on Farm Machineries is one of the major reason for it. Almost all major power implements and their attachments are sold under subsidy. Graph shows the number of implements and subsidy amount involve in the Farm Mechanisation in past few years.

           Majority of manufacturers of these machineries/Implements are from out side Odisha. To include a machine in the subsidy fold of State Govt., there is certain process it has to go through.

  1. Getting a Valid test report for the machine to be introduced.

           To get a Test Report, the machine is to be tested in an approved test center. For the purpose, machineries/Implements are categorized as (a) Farm Machinery (b) Post Harvest Machinery and (c) Plant Protection equipment.

           Govt. of India has approved a number of institutes/Centers as Testing Centers for different category of machines.

Out of these institutes/Centers, there are two in Odisha as below.

           You have to apply for testing of your machineries/Implements in any eligible institute/Center in the standard form along with all necessary documents mentioned in the form (Sample form). When the documents will be found proper and eligible, the testing fee and mode of deposit of testing fee will be communicated to you.

            The engineer/Officer of the institute will visit your manufacturing site for random sampling of the applied machine. You have to make a minimum number of machines ready before the visit of officers. The visiting officer will randomly select one machine which will be sealed with signature of the officer. Later that sealed machine only is to be sent for testing.  The Testing fee is determined basing on the capacity, power etc of the machine you provide in the form. For any particular model of machine, the testing fee is same all over the country. Once you deposit the testing fee, they will intimate the tentative date to start the testing process.

Note:

  • It is advised to test the machine at your level properly to check it’s workability, efficiency etc. before random sampling. Once the machine is sealed by random sampling, you are not allowed for any further modification in the machine.
  • Govt. of India has standardized some Minimum Critical Specification for different machines. You must check whether your machine is meeting these ‘Minimum Critical Specification’ or not. Otherwise you will face problem in approving the machine later on.
  • The testing is done in presence of your representative if you want so.
  • Although testing process itself takes two to six months, the waiting time varies even years together.

The validity period of test report is different for different machine. Once the validity expires, you have to again test it for the report.

  1. Getting a valid demo-report for the machine.

           Govt. of Odisha has made it mandatory to get a Demo report for your machine to be included in subsidy fold, if the machine is tested in a testing center outside the state.

           You have to apply for demo report of your machineries/Implements in State Level Farm Machinery Training and Testing Center, Baramunda, Bhubaneswar, Odisha in the standard form (sample demo form) along with all necessary documents mentioned in the form. Demonstration is done in the demo field of the center or in a farmers field as per requirement of the machine. Demo is done in presence of members of an approved committee.

Note:

  • You should submit the machine prior to the date of demo.
  • You should check the machine at the site for it is working properly or not much before the actual demo to be done.
  • A technical person of your company who is well conversant with the machine should remain present to answer the queries of the members.
  1. Applying in EOI when floated by Agril Department.                                        Director, Agriculture & Food Production floats EOI (Expression of Interest) (Sample copy) two times every year inviting application from manufacturers for approval of their new machines/implements to sale in the state. Advertisement is made in leading Newspapers in this regard. You will get all detail about how to apply, documents required and terms and conditions. After closure of application period different process in official level takes place and after SLTC (State Level Technical Committee) meeting is conducted, the final list of approved machines is published. The entire process of Newspaper notification to publication of approved machines usually takes four months.                                                           Note: 
  • Before applying for EOI, you should get your Test Report and Demo Report (if applicable) ready as these documents are required to apply for EOI.
  • You should remain vigilant or get information about EOI notification by some means so that you will not miss the event.
  • Provide most relevant communication details (mobile no., email etc) of your farm because all future official communication is to be done through this.           
  1. Approval of Implement in SLTC.                                                                       The SLTC will approve or reject your machine/implement basing on your merit and intimate to all concerned.   2. Execution of SLA (Service Level Agreement).

           If your machine is approved, you have to make SLA (Service Level Agreement) with Development Engineer, OFMRDC (Odisha Farm Machinery Research and Development Center), Satyanagar, Bhubaneswar. Sample SLA form is enclosed.

Note:

  • For execution of SLA you need to have a valid Trade License. A valid Trade License ensures that you have a physical office/’service workshop’ in the state to cater the after-sale-service.
  • Validity of Trade License is one year so also of SLA is.
  1. Listing of Farm/Manufacturer in the portal:

           The ‘SLTC approved implement list’ and ‘list of Farm/Manufacturer who execute SLA’ is submitted by DE, OFMRDC to Directorate of Ag. & FP(O), Krushi Bhawan, Keshari Nagar, Bhubaneswar, Odisha 751001.

           The Farm/Manufacturer and the implement/machine will be enlisted in the portal by the officer in Directorate of Ag. & FP(O)

           After enlisting your farm in the portal, you have to upload the scanned copy of certain documents in the portal and submit the original with the officer at Krushi Bhawan to verify and approve your farm.

           Similarly after posting the details of implement/machine in the portal, you have to upload the scanned copy of certain documents in the portal and submit the original with the officer at Krushi Bhawan to verify and approve the implement/machine.

           Once the farm as well as implement/machine is approved in the portal, you can then upload the price of the approved implement/machine.

Note:

  • Subsidy amount admissible on a machine is decided as per approved indicative cost/pattern of assistance (PreviousFeb 2022Oct 2022Latest). This is different from straight forward calculation by percent of subsidy.
  • Indicative cost usually keeps on changing from time to time as per need to include/remove new models or to manage the category of existing models.
